Abu Dhabi runs two overlapping enforcement tracks. ADOSH-SF (the Abu Dhabi Occupational Safety and Health System Framework) audits the employer's OSH management system, including CoP 18.0/18.1 for employer-supplied accommodation. The municipality (DMT) enforces the physical building and public-health condition of the accommodation under Abu Dhabi Law No. 16 of 2009, and federal MoHRE inspectors enforce the accommodation obligation itself under Federal Decree-Law No. 33 of 2021.
