Applicability & Registration

Under Ministerial Resolution No. 122 of 2026, providing accommodation is mandatory for companies employing 50 or more workers whose monthly wage does not exceed AED 1,500. All accommodations must be officially approved and registered within the MoHRE Labour Accommodation System. Employers must ensure the accuracy and ongoing updating of all worker and accommodation data in MoHRE systems. Local authorities may, in coordination with MoHRE, expand the scope by lowering the headcount threshold or raising the wage cap.

Site Location Requirements

The physical location of the camp is strictly regulated under Cabinet Resolution No. 13 of 2009. Labour housing must be situated at least 5 kilometres away from family residential areas. The site should be strategically located near industrial zones and active road networks to facilitate transport, while deliberately avoiding sources of environmental pollution, tourist sites, and flood or rainwater drainage paths.

Supervision & Security

The 2026 regulations mandate a minimum ratio of one supervisor for every 200 workers, with supervisors available around the clock. Supervisors act as the primary liaison between the workforce and management. Additionally, 24/7 security guarding by a licensed security company is mandatory, supported by comprehensive CCTV surveillance covering all entrances, exits, and common areas.

Periodic Maintenance

Accommodation owners must contract with a specialised company to ensure periodic maintenance of all facilities, including rooms, bathrooms, kitchens, elevators, and water coolers. This is a new mandatory requirement introduced in 2026.

Failure to maintain a valid maintenance contract is classified as a violation and may result in suspension of the accommodation file in MoHRE systems.
