HSE targets and KPIs for UAE construction sites

A target only works when the number behind it comes from records the site already keeps: worker-hours, inspections, findings, incidents and exposure monitoring. This page covers which targets are worth setting, the formulas behind the usual rates, and how to report progress to a client or consultant each month.

Leading indicators worth tracking

Critical-control verification rate

The share of critical controls actually checked in the period, with the number checked shown behind the percentage.

CAPA effectiveness

The share of closed corrective actions whose effectiveness was verified afterwards, plus how many checks are overdue.

SIF precursor frequency

High-severity near misses, high-risk violations and critical observations — the conditions that come before a serious injury.

Exposure concentration

Monitoring results expressed as a percentage of the occupational exposure limit, against the site's agreed ceiling.

Reporting progress each month

A monthly pack that a client will read is short: hours worked, inspections completed, findings raised and closed, incidents by type, the rates with their base stated, progress against each target, and what changes next month. Keep the same layout every month so a trend is visible without re-reading the document.

What HSE targets should a construction site set?
A small set that can actually be measured from site records: a recordable and lost-time injury rate ceiling, a monthly inspection count, a findings close-out rate and close-out time, toolbox-talk and training coverage, and a ceiling on occupational exposure as a share of the limit.
How is TRIR calculated?
TRIR = (number of recordable injuries x 200,000) / total worker-hours for the period. The 200,000 base represents 100 full-time workers over a year.
How is LTIFR calculated?
LTIFR = (number of lost-time injuries x 1,000,000) / total worker-hours, on the million-hour base commonly used in the Gulf. Some clients ask for the 200,000 base instead — state which base you used on every report.
What is the difference between a leading and a lagging indicator?
A lagging indicator counts harm that has already happened — injuries, lost days, incidents. A leading indicator measures the work done to prevent it: critical controls verified, actions closed on time, precursors reported, inspections completed.
How often should HSE targets be reviewed?
Set them annually per site, review progress monthly with the client or consultant, and reset only when the scope changes materially — a target moved because it was being missed stops being a target.
