What are the scaffolding safety requirements in the UAE?
Updated 2 October 2026
Short answer
In Abu Dhabi, ADOSH-SF Code of Practice 26.0 v4.1 sets minimum working-platform widths of 800 mm for persons only, 1.0 m where materials are stored and 1.2 m for masonry work, with 600 mm allowed only for short-duration light work. The gap beside the intermediate guardrail must not exceed 470 mm, and scaffolds above 10 m or of non-standard configuration need a design. In DDA-regulated Dubai zones, Circular 656 (March 2026) requires scaffold inspection by an EIAC-accredited body, with certificates valid for no more than one week.
Key points
- Platform width: 800 mm persons only; 1.0 m with materials; 1.2 m for masons; 600 mm only for short light work.
- 470 mm is the maximum gap beside the intermediate guardrail, not a guardrail height.
- Design required above 10 m and for specified non-standard configurations.
- Bay length and tie spacing are not fixed numerically in the CoP; ties follow the designer's or manufacturer's instructions.
- DDA Circular 656: EIAC-accredited inspection, EIAC logo, secure-record QR code, certificate valid up to one week.
Inspection and records
Keep as-built inspection records, protect ties from removal by finishing trades, and consult the designer before any alteration. UK TG20 guidance is not UAE law and only applies when the as-built scaffold matches its compliance sheet.
