1. Welcome and Why This Induction Is Mandatory
A construction site is one of the most hazardous working environments in the world. Under UAE Federal Decree-Law No. 33 of 2021 the main contractor is legally responsible for the safety of EVERY person on site — including visitors and clients. This 5–10 minute induction is mandatory before any visitor or client enters the site. You must be accompanied by your designated site escort at all times — do not leave your escort for any reason.
2. Mandatory PPE — No Exceptions
HARD HAT worn from the moment you pass the entrance gate until you return to the site office. HIGH-VISIBILITY VEST (minimum Class 2) over all clothing so plant operators and drivers can see you. SAFETY BOOTS with steel toe caps and ankle support — sandals, open-toed shoes, high heels and trainers are not permitted. SAFETY GLASSES in all active work areas. If you are not wearing the correct PPE you will not be permitted on site, regardless of seniority, nationality or purpose of visit.
3. Zero-Tolerance Site Rules
(1) No entry without PPE. (2) No mobile phones while walking — stop, stand still, then use your phone. (3) Stay with your escort at all times — never wander independently. (4) No photography without prior written permission from the site manager. (5) Stay on designated pedestrian routes marked with yellow lines only — never cross through active work areas or exclusion zones. (6) Obey any instruction from a site manager, HSE officer or worker to stop, move or leave an area immediately, without question.
4. Key Site Hazards and Safe Behaviour
MOVING PLANT AND VEHICLES — always make eye contact with the operator before crossing their path; never walk behind reversing vehicles. OVERHEAD LIFTING — never stand under a suspended load. EXCAVATIONS — never approach the edge of an open excavation. WORKING AT HEIGHT — stay clear of areas below active work. HEAT STRESS — drink water regularly; report dizziness immediately. EXCLUSION ZONES — red and white barriers mark exclusion zones; NEVER enter one for any reason. GOLDEN RULE: if you are unsure whether an area is safe — do not enter it. Ask your escort.
5. Emergency and Medical Procedures
EVACUATION (4 steps): (1) STOP what you are doing the moment you hear the continuous siren. (2) STAY with your escort. (3) FOLLOW the evacuation route. (4) REPORT to the assembly point and remain until the incident commander gives the all-clear. Never re-enter the site during an active emergency. MEDICAL EMERGENCY — call for help immediately, do not move a seriously injured person unless there is a further immediate danger, call UAE Ambulance 998 and Emergency Services 999. HEAT EMERGENCY — move to shade, apply cool water, call 998.
6. Your Legal Responsibilities and Stop Work Authority
Under UAE Federal Decree-Law No. 33 of 2021 every person on a construction site — including visitors and clients — is legally required to comply with the site's safety rules. Non-compliance may result in immediate removal from site and personal legal liability. You have STOP WORK AUTHORITY: the right and responsibility to stop any activity you believe is unsafe by saying "STOP — I have a safety concern." You will never be criticised or penalised for exercising this right in good faith. By signing the Visitor Acknowledgement Form you confirm that you have received this induction and agree to comply with all site safety rules.
