1. Who Decides and Why It Matters

The site supervisor is the person who converts weather information into a decision at crane level. Waiting for a numerical limit to be reached is the most common failure — control is usually lost earlier, through gusts, sail area, dust and lost visibility or communication. The supervisor's duty is to restrict activity while conditions are still controllable, and to escalate to the lifting manager and project manager without needing permission to stop.

2. Which Wind Limit Governs

There is no single UAE number. The governing limit is the strictest of: the crane manufacturer's operating limit for the current configuration, radius and load; any lower project, authority, master-developer, free-zone or port threshold; and the approved lifting plan. Limits are also configuration-specific — erection, climbing, dismantling and large sail-area loads have their own, lower thresholds. Wind limits must be entered for each individual crane before any site sheet is used, and must never be assumed from another project.

3. Monitoring Inputs

Three inputs run together. The on-crane anemometer must be at the approved location and height, readable by the operator, calibrated and defect-free — its failure is a stop or hold condition. The National Center of Meteorology supplies forecasts and alerts for planning and early restriction, but never replaces the crane instrument or the manufacturer's instruction. Direct site observation covers what instruments miss: dust, visibility, debris movement, sheeting and scaffold behaviour, and the crane's own response.

4. The Decision Ladder

GREEN — stable and below the strictest limit: continue with normal monitoring and recorded readings. AMBER — forecasts, rising gusts, dust, rain or high sail area raise risk before a limit is reached: curtail vulnerable lifts, postpone blind, critical and multi-crane lifts, increase reading frequency, brief crews and prepare the shutdown. RED — the strictest limit is reached or exceeded, the anemometer fails, visibility or communication is inadequate, or lightning risk exists: stop lifting and begin the approved parking procedure. BLACK — sudden severe weather, uncontrolled load, crane damage or alarm, collision or public-interface risk: emergency stop, isolate, clear the danger zone and activate the emergency plan.

5. The Five-Step Shutdown Sequence

Step 1, stop and communicate to operators, signalmen, logistics, façade, temporary-works teams and security simultaneously. Step 2, manage the suspended load using only the approved manufacturer or project landing procedure while it remains safe — never improvise and never send personnel to restrain a load. Step 3, clear the urban interface: close pedestrian, delivery and public access below the crane and load envelope and coordinate with road and security control. Step 4, park and secure exactly per the manufacturer instruction for hook, trolley, jib, slew or weather-vane mode, isolation, lighting and multi-crane separation. Step 5, record the weather status, readings, decision time, crane status and responsible person, and hand over.

6. Multi-Crane and Urban Interfaces

In overlapping tower-crane groups, the parking configuration must be coordinated: cranes free to weather-vane must not conflict with each other, height separation must be maintained, and the anti-collision and zoning status must be confirmed for the out-of-service state. Abu Dhabi requires that no lifting-operational part, counterweight or suspended load leaves the plot boundary in any configuration — including while parked — and that multi-crane layouts present no collision risk in any configuration.

7. Restart Requires Proof

A calmer reading is not authorisation to resume. Restart requires a post-event inspection of the crane, mast, ties, hook and accessories for damage; re-verification of the anti-collision, zoning and anemometer systems; close-out of any defect raised during the event; re-opening of the interface and exclusion zones; and a recorded authorisation by the named supervisor or lifting manager. The severe-weather log entry and shift handover signature are the evidence an authority will ask for.
