1. A Logo Is Not a Credential

The single most common failure is accepting a provider because of a logo, a sales statement or a generic ISO certificate. A valid accreditation certificate is not proof that every branch, every person, every test and every report is inside scope. Five things are verified separately: current accreditation status, the exact scope, the named inspector and signatory, instrument calibration, and the authority or client acceptance for this plot. Any one of them missing is a hold; a forged, suspect or out-of-scope credential is a reject.

2. Gate A — Legal Identity, Accreditation and Scope

Confirm the trade licence, legal name, operating branch and any disclosed subcontracting, and that the issuer named on the accreditation, on the certificate and in the contract is the same legal entity. Verify the accreditation number and status through the official source rather than a copy from the provider, and confirm it is accreditation for an inspection body under ISO/IEC 17020 — not training, consultancy or product certification. Independence must be declared: inspection, review and result approval cannot sit with a party that also holds the repair, consultancy or test-service interest.

3. Scope Means Equipment, Activity and Location

Scope has three dimensions and all three must be satisfied. Equipment: the scope must expressly cover tower cranes or Class A1 powered lifting machines — generic 'lifting equipment' wording is not coverage. Activity: examination, functional, load, proof and safety-device testing, lifting accessories and NDT must each be inside scope or covered by a separately accepted accredited provider. Location: the operating branch, the site and the named people must be covered, with no undisclosed subcontracting and no out-of-branch working.

4. Gate B — Audit the People, Not Just the Company

Record the field inspector by name, ID, employer and scope authorisation, with a CV, technical qualification and lifting-equipment inspection training traceable to that individual. Under MoIAT / ENAS ETR 06, a Class A inspection certificate is signed or endorsed by an approved Category 1 signatory, or through the required direct-supervision route — so check the signatory evidence and compare the certificate signature to the specimen on file. The inspection body's competence and authorisation matrix should state who may perform and who may sign each activity.

5. Independence at Project Level

Ask four questions and write down the answers: who inspects, who tests, who repairs, and who approves the result. If any common ownership or commercial relationship exists between the inspection body and the crane owner, maintenance provider or erection contractor, an unmanaged conflict exists. The inspector or signatory must never be approving their own repair or consultancy work without a documented independent control. Where NDT is used, the personnel must hold Level II competence for the method actually used.

6. Gate C — Instruments and Traceability

Every critical instrument used in the test — load cells, test weights and gauges — is identified by ID, has a current calibration certificate, has capacity and range suited to the test, and is traceable to SI through a recognised accredited laboratory. Sensitive equipment gets a functional check after set-up at site, recorded before the test proceeds. An expired, missing or unsuitable calibration is a critical finding: the test result cannot be relied on and the crane is not released on it.

7. Gate C — The Test Must Be Planned for This Crane

A controlled work order identifies the crane, the location, the scope, the instructions, the client contact and prior inspection information. The inspection body must have reviewed the technical file first — current OEM manual and load chart, configuration, foundation and tie drawings, prior reports, defects and maintenance history. The method or RAMS states the test configuration and load, the standards and OEM reference, the sequence, limits, stop criteria and release route. A generic proof-load percentage carried over from another project is not an approved method.

8. Gate C — Site Controls and Defect Discipline

Before the test begins the exclusion zone, public, traffic, urban and adjacent-crane interfaces are controlled; the weather and anemometer readings, communications, emergency and rescue arrangements and the stop-work route are suitable and stated. A competent operator is verified and recorded for the required test operations. If a nonconformance, failed device, failed test, instrument issue or uncertain equipment identity arises, it is a stop or hold: the crane or accessory is not released until corrective action, re-inspection or re-test and a documented release are complete.

9. Gate D — Audit the Certificate Against the Field Evidence

The certificate must carry a unique controlled identity; the issuer, accreditation and authorised signatory verified at Gate A and B; the correctly identified client, owner and contractor; and the equipment actually inspected — manufacturer, model, serial or registration, configuration, location and critical components. Scope, dates, standards, method, the tested configuration and the actual results must be recorded rather than implied, with any restriction or derating unambiguous. Cross-check the certificate against the field checklist, the work order, the instrument IDs and calibrations, photographs and the actual site configuration. This list is not a substitute for the full ETR 06 mandatory-content requirement — a certificate lacking required detail may be rejected by the emirate authority.

10. Gate E — Dubai and Abu Dhabi Acceptance, and the Disposition Rules

In Abu Dhabi, ADM Circular 001/2021 requires annual inspection by an approved third party for all cranes, six-month inspection of lifting gear, monthly third-party maintenance and daily / weekly competent-person reports available on request. Dubai is written as a confirmation gate: obtain the current Dubai Municipality, DCAA, Civil Defence, Trakhees, DDA, port, developer or free-zone acceptance for the exact plot and scope rather than inferring it from an accreditation scope statement. Disposition is fixed: critical findings (no valid or accepted accreditation or scope, a forged or suspect certificate, unknown crane identity, expired or missing calibration, an unapproved signatory, a failed safety-critical test) mean reject, stop and quarantine; high findings mean hold pending evidence with no operational release; medium means correct before final acceptance; low means record and correct. Any major repair, configuration, height, tie or mast change, or an incident, triggers a re-audit and an updated authority decision.
