1. Reduced Low Voltage System
UAE sites are strongly encouraged to use a 110V centre-tapped-to-earth (CTE) reduced low voltage (RLV) supply for hand tools and site lighting, limiting shock voltage to earth to 55V. Dubai Municipality Code of Construction Safety Practice and most contractor HSE plans mandate 110V RLV for all portable power tools used outdoors or in damp conditions; 230V equipment is restricted to fixed installations with full RCD protection.
2. RCD Protection
Every temporary circuit, at every distribution point, must be protected by a Residual Current Device (RCD) with a maximum trip rating of 30 mA and trip time under 40 ms, tested before use and monthly thereafter using the built-in test button, with results logged. RCDs must never be bypassed or removed to keep equipment running — a tripping RCD indicates a fault that must be found and rectified, not overridden.
3. Distribution Boards and Cable Management
Distribution boards (DBs) must be IP-rated for outdoor/wet conditions (minimum IP44, IP65 preferred), lockable, clearly labelled with circuit identification, and inspected weekly by a competent electrician with records retained. Cables must be run overhead on cable stands or in protected trenches, never laid across walkways, roads or in standing water; damaged cables are tagged out and removed from service immediately, not taped and reused.
4. Portable Appliance Testing
All portable electrical tools and extension leads require visual inspection before each use and formal Portable Appliance Testing (PAT) by a competent person at intervals based on risk — typically every 3 months for construction site tools given the harsh environment. Each tested item receives a PAT label showing test date and next due date; equipment without a valid label or showing damage is removed from site immediately.
5. Competency and Permits
Temporary electrical installation, modification and connection to the DEWA/ADDC supply must only be performed by a licensed electrician holding a valid UAE electrical trade licence, and connections to the utility network require DEWA/ADDC approval and, in many cases, a permit-to-work. Unauthorised workers must never open distribution boards, change fuses, or attempt repairs — all electrical faults are reported and handled by the appointed competent electrician only.
6. Housekeeping and Weather Precautions
During the UAE's intense summer heat and seasonal rain, extra precautions apply: DBs and cable joints must be kept dry and shaded where practicable, outdoor sockets fitted with weatherproof covers, and all temporary electrical work suspended during heavy rain or flooding risk until the area is assessed safe. Daily visual checks by users and formal weekly inspections by the site electrician are both required and logged.
