Module Content

1. What SWA Is — and Isn't

Stop-Work Authority is the unconditional right of every person on site — worker, subcontractor, visitor — to stop any task they believe is unsafe, without needing supervisor approval first. It is NOT insubordination, and it is NOT a way to avoid work. ADOSH-SF, Dubai Municipality CoP and Trakhees CSR all recognise SWA as a core worker right.

2. The Four Triggers

Call a stop when you see: (1) imminent danger to life or limb, (2) a control is missing or bypassed (e.g. no edge protection, no gas test, no permit), (3) conditions change and the risk assessment no longer applies (weather, adjacent activity, plant breakdown), or (4) you don't understand the task or the risk. When in doubt, stop.

3. The Six-Step Procedure

1) Say 'Stop Work' loudly and clearly. 2) Move people to a safe area. 3) Isolate energy or hazard source if safe to do so. 4) Notify the supervisor and HSE. 5) Re-assess with the crew and agree corrective action. 6) Restart only when the supervisor, HSE and (for high-risk work) the permit issuer authorise it in writing.

4. No Reprisal — the Rule

No worker may be disciplined, dismissed, fined, deported or moved off the project for making a good-faith stop-work call, even if the concern turns out to be unfounded. Reprisal is a Category A violation for the supervisor involved and is reportable to ADOSH-SF (formerly OSHAD). Anonymous stop-work channels (hotline, QR code) back this up.

5. Leader Response

When a stop-work call reaches you, drop everything and go. Thank the worker publicly by name. Never ask 'was it really necessary?' — ask 'what did you see and what do you need?'. Even if the concern is minor, log it, close it and share the learning at the next toolbox talk. Every reinforced stop makes the next one easier.

6. Metrics and Culture

Track stop-work calls per 100,000 hours as a leading indicator. A site with zero stops is not a safe site — it is a silent site. Target: at least one stop per 20,000 worker-hours in high-risk phases. Publish the count, the top three categories and the close-out rate on the site HSE noticeboard weekly.
