1. What SIMOPS Means
Simultaneous Operations arise whenever two or more activities in the same footprint or vertical column could affect each other — lifting over live works, hot works near flammable storage, excavation next to piling, or concrete pours alongside MEP first-fix. The hazard is interaction between tasks, not either task alone.
2. SIMOPS Matrix
A grid of on-site activities vs. each other — green (compatible), amber (compatible with controls), red (not permitted concurrently). Reviewed weekly at the look-ahead meeting and re-run whenever the programme changes. Red pairs must be time-separated or physically separated by robust exclusion.
3. Interface Meetings
Contractors sharing a work-face meet daily before shift start. Agenda: today's activities, overlaps, exclusion zones, communication channels, emergency signals, stop-work triggers. Minutes signed by each subcontractor supervisor and posted at the work-face.
4. Exclusion Zones & Time-Separation
Physical: hard barriers, banksmen, tag-lines, hoarding. Vertical: no work under suspended loads or overhead activity — cover slab openings. Temporal: sequence works so incompatible activities never overlap; issue split shifts if programme demands it.
5. Permit Conflicts
Permit-to-Work coordinator screens every new permit against active permits in the same zone. Hot work + confined space + working-at-height in the same shaft = conflict. Resolve by revoking, re-sequencing, or issuing additional controls. No permit is valid without SIMOPS sign-off in high-risk areas.
6. UAE Requirements & Escalation
ADOSH-SF, Trakhees and DM Construction Safety CoP require documented SIMOPS management on multi-contractor sites. Any worker can invoke Stop Work Authority when a SIMOPS breach is observed — escalate to the SIMOPS coordinator or HSE manager before resuming.
