Shoring & Strut Removal: Strength Verification, Consultant Sign-off and SIMOPS
There is no universal UAE percentage that authorises strut or temporary-shoring removal. 1. The Decision Rule — No Universal Percentage
No universal UAE percentage such as '70%' or '75% concrete strength' authorises temporary-shoring or strut removal. The required concrete strength is the project-specific value established by the structural engineer and temporary-works designer for the relevant load-transfer stage. It depends on the permanent element's intended load path, wall and base-slab geometry, connection details, construction loads, groundwater and uplift condition, propping sequence and the monitoring response. In Abu Dhabi, ADOSH-SF CoP 40.0 (False Work / Formwork, v4.1) requires concrete to have reached its required design strength, verified to engineering requirements — normally by testing-laboratory cube tests — before falsework is struck and a permit to strike is issued, plus formal permission to dismantle once the permanent structure has attained appropriate strength. The same evidence-led standard governs strut, anchor and temporary-shoring changes and must be applied through the approved temporary-works sequence, never a generic age or percentage rule. In Dubai, Administrative Resolution No. 37 of 2021 Article 57 states anchors may be removed only with written consultant consent, and requires the contractor and consultant to maintain actual deflection and parameter records, continuously monitor the shoring, and ensure movement, storage and loading of heavy equipment or materials do not impair the shoring system.
2. The Seven Release Gates
Gate A — Approved load-transfer design: latest approved structural drawings, temporary-works design, staged de-propping/strut-removal sequence and a calculation identifying the permanent element, required strength and permissible sequence, released by the structural engineer and temporary-works designer. No-go: no designed load path or no approved stage sequence. Gate B — Concrete-strength verification: traceable pour records, curing record and laboratory test report for the actual placement, with test method and acceptance age matching the engineer's requirement; cubes are the normal route and maturity or alternative testing needs written engineering acceptance. No-go: a result below the stage criterion, a non-traceable sample, wrong age/mix/pour reference, or unresolved non-conformance. Gate C — Permanent-work completeness: reinforcement, connections, construction joints, geometry, waterproofing and waterstops, tie/diaphragm action and anti-uplift elements complete to the stage assumption, confirmed by the engineer, consultant or QA/QC under the ITP. Gate D — Groundwater and dewatering stability: current piezometer and water-level review, duty/standby pump status, discharge route, no uncontrolled inflow and no adverse base-heave, piping or uplift indication. Gate E — Instrumentation and visual response: latest baseline and trend report for inclinometers, piezometers, settlement and asset monitoring plus visual shoring inspection, with no unresolved Alert, Action or Alarm event. Gate F — Method and SIMOPS control: approved removal method statement, lift plan, exclusion plan, traffic and plant segregation plan, task risk assessment, rescue and emergency controls and shift handover record. Gate G — Formal written release: staged temporary-works release or permit to strike/remove, consultant written consent where required, linked PTW revalidation and a record of persons informed. No-go: verbal instruction only, expired PTW, missing signatory or uncommunicated change.
3. Do Not Use 28-Day Strength as an Automatic Trigger
Do not use the 28-day characteristic compressive strength as an automatic release criterion. A permanent wall or base slab may need a different verified strength at a specific age to take the temporary earth, water and construction load — sometimes earlier, sometimes later than 28 days. Conversely, a standard cube result alone does not establish that the complete load path, monitoring response and dewatering condition are acceptable. Strength is a necessary but never a sufficient condition: the release decision is the conjunction of design, strength, permanent-work completeness, water control, monitoring, SIMOPS readiness and a written instruction.
4. The Strength-Verification and Consultant Sign-off Pack
Stage-release calculation — identifies removed members, retained temporary support, permanent-work load path, target concrete strength, construction surcharge and dewatering assumptions; signed by the structural engineer and temporary-works designer. Concrete test certificate — laboratory cube-test report linked to pour, date, mix and sample identity and the required stage criterion; issued by the testing laboratory and accepted by the structural engineer or consultant. ITP and quality records — rebar, embeds, connection, waterstop, waterproofing and pre-/post-pour inspection records for the staged element; signed by consultant or QA/QC. Monitoring statement — latest readings, trend chart, trigger status and post-change monitoring frequency, from the geotechnical engineer or monitoring specialist. Shoring inspection certificate — visual condition of struts, walers, anchors, connections and support system with no defects or unapproved changes, from the temporary-works coordinator or competent shoring inspector. Dewatering status certificate — duty/standby availability, water levels, alarms, discharge condition and emergency arrangement, from the dewatering supervisor and, where relevant, the electrical authorised person. Method, lifting and exclusion release — removal sequence, lift plan, crane location and ground bearing, lifting accessories, exclusion area and emergency plan, from the appointed person or lifting supervisor and the principal contractor. Written staged release — explicit instruction naming the stage, location, elements to remove, sequence, hold points and stop-work triggers, from the temporary-works designer or consultant, with written consultant consent for Dubai anchor removal.
5. SIMOPS Control Matrix Inside the Excavation
The Principal Contractor manages all subcontractors and controls the construction-management and traffic plan (CoP 53.0), requiring a daily SIMOPS coordination meeting and permit-board check before work starts and a single shift-level coordinator with authority to suspend an activity. Earthmoving beside internal formwork or rebar teams — risk of plant strike, falling spoil, vibration, surcharge and lost egress: enforce physical pedestrian–plant segregation, one-way plant routes, banksman or spotter, an exclusion zone around excavator swing and travel path, and defined spoil zones outside shoring surcharge restrictions; suspend internal work in the strike zone. Crane lifting over or adjacent to formwork/rebar workers — no personnel beneath a suspended load or inside its fall zone, dedicated lift corridor, barricaded exclusion zone, controlled radios and signals, lift supervisor and appointed person present; CoP 34.0 requires a lift plan updated for the work and conditions and the use of exclusion zones. Crane, telehandler or concrete-pump outriggers near the excavation — engineer-approved set-back and bearing solution, outrigger mats or base plates, never on backfill, weak blinding or unverified ground, reviewed against the shoring design and monitoring data; CoP 34.0 specifically flags mobile cranes near excavations. Formwork erection or striking during plant movement or lifting — do not erect, alter or strike formwork in the adjacent plant or lift influence zone, lock the workface during high-risk lifts, strut removal, trimming, pump movement or heavy delivery, and use a defined 'all clear' handback. Concrete pour with lifting, earthmoving or dewatering maintenance — treat the pour as the priority operation, freeze unrelated lifting in the pour zone, maintain a dedicated route to duty and standby pumps, restrict truck access, secure lines and hoses and keep emergency egress open. Temporary shoring or strut removal with any other activity — an exclusive work zone: stop earthmoving, lifting, formwork, rebar, concrete and non-essential dewatering work within the influence zone and keep only the controlled removal crew, monitoring personnel and emergency standby.
6. The Daily SIMOPS Process
Before each shift: review planned activities, permits, current groundwater and instrument status, weather, access routes, plant positions, lifting plans, delivery slots and exclusion zones; allocate one SIMOPS coordinator and confirm stop-work authority — recorded on the daily SIMOPS board and coordination minutes. Before high-risk work: hold task-level coordination between earthworks, lifting, formwork, shoring, dewatering and HSE leads, freeze incompatible work, and establish barriers, spotters and a radio channel — recorded as a permit attachment or task briefing. During work: the supervisor confirms exclusion zones remain intact, monitoring readings, alarms and pump status are watched, plant is controlled by the traffic plan and no unapproved change occurs — recorded in the inspection and monitoring logs. At a change event: stop and reassess after altered load, plant relocation, lift-plan change, rain or water event, pump fault, monitoring alert, strut-removal stage or new subcontractor activity; revalidate the PTW and brief the workforce — recorded as management-of-change and PTW revalidation. At shift handover: transfer the status of released and retained struts, active exclusion areas, pump status, monitoring readings, incomplete lifts or pours and any hold point — recorded in a formal handover log.
7. Project-Manager Stop-Work Triggers
Stop the work immediately and obtain technical review if any of the following occurs: a required concrete-strength result is unavailable or below the design-stage criterion; a release is verbal rather than written, or the PTW has expired; monitoring reaches or trends toward a trigger level; a water-control failure or unexplained level change occurs; a strut, waler or anchor defect is observed; a crane or earthmover must enter an unapproved location; or another activity enters the shoring-removal or lifting exclusion zone. The closing management rule: safe de-propping is a controlled transfer of load, not a construction convenience — release only when engineering, evidence and execution align.
