1. UAE Framework
Roof work falls under ADOSH-SF CoP 4 (Working at Height) and DM Construction Safety guidance. Any work more than 1.8 m above lower level is Working at Height; a permit-to-work is required. Roof work is high-risk regardless of duration — a 20-second job to fix a tile has killed workers in the region.
2. Fragile Surfaces
Assume roofs are fragile until proven otherwise — asbestos-cement sheets, rooflights, corroded metal, GRP panels, old timber. Never step on fragile material or rooflights. Use crawling boards, staging or fixed walkways spanning at least two purlins. Rooflights covered with fixed guards or protected on both sides.
3. Edge Protection
Guardrails minimum 950 mm top-rail, mid-rail at ~470 mm, toe-board 150 mm. On flat roofs, freestanding counterweighted guardrails or perimeter scaffolds. On pitched roofs, roof-edge scaffold with sole-plates and adjustable brackets. Continuous around the working perimeter — no gaps at corners or ladder access.
4. Safe Access
Prefer scaffold stair-tower or mobile access platform. Fixed roof-access ladder must extend 1 m above roof level, be tied top and bottom, and be gated at the roof landing. Roof hatches guarded when open. Never access a roof by climbing scaffold couplers, downpipes or air-conditioning brackets.
5. Fall Arrest & Rescue
Where collective protection is impracticable, use fall-restraint (short lanyard preventing reaching edge) in preference to fall-arrest. If arrest is used: full-body harness, energy-absorbing lanyard, anchorage supporting ≥2,450 kg (~24 kN) per person attached, sufficient fall clearance below. A documented rescue plan must recover a suspended worker within 15 minutes to prevent suspension trauma.
6. Heat, Weather & Materials
UAE roofs regularly exceed 60°C surface temperature. Follow midday break rule 12:30–15:00 (Jun–Sep). Cease roof work in winds >38 km/h, thunderstorms or blowing sand. Never throw or drop materials from the roof — use debris chutes, gin-wheels or hoists. Barricade the ground exclusion zone below.
