1. Sources of Silica Exposure

Respirable crystalline silica (RCS) is released during cutting, grinding, drilling and chasing of concrete, block, mortar, tiles and natural stone — extremely common activities on UAE construction sites. Dry cutting of concrete blocks and chasing walls for services produce the highest concentrations. RCS particles are too small to see and cause silicosis, an irreversible lung disease, along with increased risk of lung cancer and COPD. ADOSH-SF (formerly OSHAD) classifies uncontrolled dry cutting as a high-risk activity requiring a specific method statement.

2. Hierarchy of Dust Controls

Elimination: specify pre-cut or pre-formed materials to avoid on-site cutting. Substitution: use low-silica materials where design allows. Engineering controls: on-tool water suppression or local exhaust ventilation (LEV) with M-class vacuum extraction fitted to grinders, saws and drills. Administrative controls: rotate workers to limit exposure duration, isolate cutting areas, and schedule dusty work when fewer workers are present. RPE is the last line of defence, used only after the above controls are applied.

3. On-Tool Controls in Practice

Water-fed cutting suppresses dust at the point of generation and must deliver a continuous water supply matched to blade speed — dry cutting of concrete or masonry without suppression or extraction is prohibited on UAE sites under most contractor HSE plans. LEV systems require M-class (or H-class) rated vacuum extraction, not standard shop-vacuums, and must be maintained and tested regularly. A documented Silica Dust Control method statement is required before work starts.

4. Respirator Selection

Where residual exposure remains after engineering and administrative controls, select RPE based on the assigned protection factor needed: FFP3 disposable respirators for short-duration, moderate exposure; powered air-purifying respirators (PAPR) with P3 filters for prolonged high-exposure tasks such as extended grinding in enclosed areas. RPE must be CE or equivalent certified, and selection must be documented in the task risk assessment, not left to individual worker choice.

5. Face-Fit Testing

A tight-fitting respirator only protects if it seals to the wearer's face. UAE HSE plans require qualitative or quantitative face-fit testing for every worker before first use of a specific respirator model, repeated if facial characteristics change (weight change, dental work, new facial hair) or annually. Facial hair along the sealing surface invalidates the fit and the worker must be reassigned or issued a PAPR with a loose-fitting hood.

6. Health Surveillance

Workers regularly exposed to RCS require baseline and periodic health surveillance including lung function tests (spirometry) and chest assessment, per ADOSH-SF (formerly OSHAD) occupational health guidance, typically at induction and annually thereafter for high-exposure trades such as stone masons and demolition operatives. Records must be retained for the duration of employment plus a minimum retention period defined in the company occupational health policy, and abnormal results trigger referral to an occupational physician and review of exposure controls.
