1. Baseline PPE
Every worker on a UAE construction site must wear, as a minimum: hard hat (EN 397), safety spectacles (EN 166), high-visibility vest (EN ISO 20471 Class 2), safety footwear with steel toe and midsole (EN ISO 20345 S3), and cut-resistant gloves (EN 388). No exceptions for visitors, drivers or delivery staff inside the fenceline.
2. Task-Specific PPE
Hot work: leather apron, welding shield, flame-retardant coveralls. Working at height: full-body harness with dual lanyards (EN 361/EN 355). Chemical handling: nitrile gloves, chemical splash goggles, respirator per SDS. Confined space: gas monitor, escape SCBA, harness with retrieval line. Noise > 85 dB(A): plugs plus muffs (double protection).
3. Heat Stress PPE
In WBGT Red/Black conditions, standard cotton coveralls are replaced with breathable, moisture-wicking fabrics. Cooling vests with phase-change inserts are issued for continuous outdoor tasks. Wide-brim hard hat covers (neck flap) protect the neck from direct sun. Reflective PPE is mandatory for night shifts.
4. Inspection Before Use
Hard hat: check shell for cracks, harness for wear, expiry date (max 5 years from manufacture, 2 years in service). Harness: check webbing for cuts/burns, D-rings for deformation, stitching, buckle function, tag legible. Footwear: sole integrity, toe cap intact, no chemical contamination. Any defect = quarantine + report + replace.
5. Regulatory Basis
ADOSH-SF CoP 2.0 (PPE) and Dubai Municipality CoP Section 4 require the employer to provide PPE free of charge, train workers in its use, replace it when defective, and enforce its use. Refusal to wear PPE is a Category A violation with immediate site removal and disciplinary action.
6. Reporting Defective PPE
Stop work, quarantine the item with a red tag, report to supervisor and store keeper, complete a defective equipment log, and receive a replacement before returning to work. Never repair PPE on site — replacement only. Reused/repaired PPE has been cited in multiple UAE fatality investigations.
