1. Occupational Noise Limits
Abu Dhabi (ADOSH-SF) sets the occupational exposure limit at 85 dB(A) averaged over 8 hours, using a 3 dB exchange rate — every 3 dB increase halves the permitted time. Maximum permitted daily exposure: 85 dB(A) = 8 hours; 88 = 4 hours; 91 = 2 hours; 94 = 1 hour; 97 = 30 minutes; 100 = 15 minutes; 103 = 7.5 minutes; 106 = about 4 minutes. Above the limit, hearing protection is mandatory and engineering/administrative controls are required. Peak sound pressure limit is 140 dB(C). Dubai differs: the Dubai Municipality Safety Guide for Construction Works (2026, section 3.11 Table 5) also starts at 85 dB(A) for 8 hours but halves time roughly every 5 dB — 87 dB(A) = 6 hours, 90 = 4 hours, 95 = 2 hours, 100 = 1 hour, 105 = 30 minutes, 110 = 15 minutes, 115 = 7.5 minutes. Trakhees and the other emirate authorities set their own limits, so always confirm the current requirement of the authority having jurisdiction over your site — some older specifications and client standards still quote 90 dB(A) with a 5 dB exchange rate, which is less protective and must not be used where ADOSH-SF applies.
2. Hierarchy of Noise Control
Eliminate/substitute noisy plant → engineer enclosures, silencers, damping → administrative rotation and shorter trigger time → PPE (hearing protection). PPE is the last line of defence, not the first. Silent-hours planning for adjacent occupied buildings.
3. Hearing Protection Selection & Fit
Match SNR/attenuation to the noise level — over-protection isolates the worker and creates a safety hazard. Earplugs: roll, pull ear up-and-back, insert deep, hold. Earmuffs: hair and glasses arms clear of the cushion seal. Check integrity daily; replace foam plugs each shift.
4. Hand-Arm Vibration (HAVS)
Sources: breakers, grinders, impact drills, needle-guns. Symptoms: tingling, numbness, white/pale fingers (vibration white finger), loss of grip. Manage with vibration-damped tools, correct grip, warm hands, and TRIGGER-TIME limits — not full shift time.
5. Whole-Body Vibration (WBV)
Plant operators (dumpers, rollers, excavators) are exposed to WBV through the seat. Suspension seats maintained, tyre pressures correct, site roads graded. Rotate operators on high-vibration plant; report back pain early.
6. UAE Requirements & Reporting
Federal Decree-Law 33/2021 and ADOSH-SF require noise/vibration risk assessment, health surveillance (audiometry) for exposed workers, and documented training. Early symptoms of hearing loss, tinnitus or HAVS must be reported to the site nurse — losses are permanent.
