Module Content

1. Occupational Noise Limits

UAE ADOSH-SF and Dubai Municipality align with a daily 8-hour exposure limit of 85 dB(A). Above this, hearing protection is mandatory; above 90 dB(A) additional controls are required. Peak sound pressure limit is 140 dB(C). Doubling of noise is every 3 dB — a 88 dB(A) shift is twice the dose of 85.

2. Hierarchy of Noise Control

Eliminate/substitute noisy plant → engineer enclosures, silencers, damping → administrative rotation and shorter trigger time → PPE (hearing protection). PPE is the last line of defence, not the first. Silent-hours planning for adjacent occupied buildings.

3. Hearing Protection Selection & Fit

Match SNR/attenuation to the noise level — over-protection isolates the worker and creates a safety hazard. Earplugs: roll, pull ear up-and-back, insert deep, hold. Earmuffs: hair and glasses arms clear of the cushion seal. Check integrity daily; replace foam plugs each shift.

4. Hand-Arm Vibration (HAVS)

Sources: breakers, grinders, impact drills, needle-guns. Symptoms: tingling, numbness, white/pale fingers (vibration white finger), loss of grip. Manage with vibration-damped tools, correct grip, warm hands, and TRIGGER-TIME limits — not full shift time.

5. Whole-Body Vibration (WBV)

Plant operators (dumpers, rollers, excavators) are exposed to WBV through the seat. Suspension seats maintained, tyre pressures correct, site roads graded. Rotate operators on high-vibration plant; report back pain early.

6. UAE Requirements & Reporting

Federal Decree-Law 33/2021 and ADOSH-SF require noise/vibration risk assessment, health surveillance (audiometry) for exposed workers, and documented training. Early symptoms of hearing loss, tinnitus or HAVS must be reported to the site nurse — losses are permanent.
