Module Content

1. Threat Awareness

The UAE has been targeted by missiles, drones and falling debris from regional conflicts. Construction sites — with tower cranes, open floors and combustible materials — are high-consequence locations. All workers must know the site take-cover plan before they are issued a hard hat.

2. Alert System

UAE National Emergency Crisis and Disasters Management Authority (NCEMA) issues alerts via SMS, radio and the site's own public address system. A continuous rising-and-falling siren = take cover NOW. A steady tone = all clear.

3. Take-Cover Drill

Within 60 seconds: stop work, secure loads, move to the nearest reinforced shelter (basement, ground floor internal core, or purpose-built shelter). Stay away from external walls, windows, glazed façades, fuel storage, gas cylinders and open-topped tanks. Lie face-down with hands over head if caught in the open.

4. Structural Shelters

Priority: (1) purpose-built blast shelter, (2) basement or below-grade level, (3) internal core of a reinforced concrete structure at least 2 floors below the roof, (4) internal room with no external walls. Avoid steel-frame structures, temporary offices, portacabins and site canteens.

5. Casualties & Triage

Site first-aiders perform DR ABC (Danger, Response, Airway, Breathing, Circulation) only when it is safe to do so. Do NOT move casualties with suspected spinal injury unless there is an immediate further threat. Hand over to Civil Defence and ambulance services with a clear casualty tag: name, injury, time.

6. Re-entry & UXO

No re-entry until Civil Defence and Police declare all clear. Assume all debris, fragments and unfamiliar objects are unexploded ordnance (UXO). Cordon off 100 m, do not touch, do not photograph close-up. A structural engineer must inspect the tower crane, scaffolds and permanent works before work resumes.
