Safe Use of Ladders & Step Platforms
Practical guidance for selecting, inspecting and safely using ladders, step ladders and podium steps on UAE construction sites, in line with Dubai Municipality Code of Construction Safety Practice and ADOSH-SF (formerly OSHAD) hierarchy-of-controls expectations.

1. Hierarchy of Access Equipment
Ladders are the lowest-preference means of access at height and are only acceptable for low-risk, short-duration tasks — typically under 30 minutes at one location. Dubai Municipality Code of Construction Safety Practice and ADOSH-SF (formerly OSHAD) require the risk assessment to first consider elimination, then scaffold, MEWP, or podium step, before a ladder is approved. Ladders must never be the default choice simply for convenience or speed.
2. Pre-Use Inspection
Before every use, inspect stiles for cracks, bends or splits; rungs for looseness, damage or contamination with oil or mud; feet for wear, missing rubber, or damage; and, on step ladders, that locking bars and hinges engage fully. Fibreglass ladders are mandatory near live electrical work. Any defect found removes the ladder from service immediately with a 'Do Not Use' tag until repaired or scrapped.
3. Correct Set-Up and Angle
Leaning ladders are set at a 75-degree angle, commonly checked with the 1:4 rule — one unit out for every four units of height. The ladder extends at least 1 metre above the landing point, rests on a firm level surface, and is secured by tying off at the top, footing by a second person, or using a mechanical stabiliser. Ladders are never placed on boxes, planks or other unstable bases to gain extra height.
4. Three Points of Contact
Users maintain three points of contact — two hands and one foot, or two feet and one hand — at all times while climbing and working. Tools and materials are carried in a tool belt or hoisted separately, never carried by hand up the ladder. Overreaching sideways beyond the stiles is prohibited; the worker's belt buckle should stay within the ladder's width, requiring repositioning rather than stretching.
5. Podium and Step Platforms
Podium steps with guardrails are preferred over standard step ladders for indoor short-duration tasks such as ceiling works, as they provide a stable working platform with fall protection on all sides. Step ladders are used fully open with the spreader locked, never leaning against a wall, and never with the top step or top cap used as a standing platform unless specifically rated for it.
6. Permitted Tasks and Escalation
Ladders may be used for light tasks such as visual inspections, minor adjustments, or accessing a single point briefly, provided a handhold is available and the task does not require two hands or sustained lateral force. Any task involving power tools generating reaction force, heavy or awkward materials, repeated movement along a facade, or duration beyond 30 minutes must be escalated to a MEWP, scaffold or suspended platform.
