1. Executive Determination

There is no single publicly published rule requiring every Dubai Municipality or Abu Dhabi DMT project to submit the same third-party verification or instrumentation sign-off before every intermediate shoring level. The submission gate is controlled by the approved shoring permit and its conditions, the jurisdiction or development authority, the project risk assessment, the approved shoring and dewatering designs, the inspection workflow and any third-party appointment required for the project. Treat the stage pack as a controlled pre-excavation-level release package: submit it where a permit condition, inspection request, development-zone rule or written authority direction requires it, and always keep it available to the consultant, Temporary Works Coordinator, geotechnical designer and authority inspector on request.

2. Dubai Municipality Baseline

Under Administrative Resolution No. 37 of 2021 (Article 57), shoring is required for excavations deeper than 2 m. The contractor and consultant must keep on-site records of actual deflections and other parameters using inclinometers or similar devices, and shoring works must be constantly monitored under experienced specialist geotechnical supervision. Projects with four or more basements, special projects, or projects close to water bodies require a third-party geotechnical review of the shoring design. Near water bodies, watertight shoring is required, temporary works must be defined with a consultant method statement, work must be continuously monitored, and corrective action requires prior competent-authority approval. Grouted anchors follow BS 8081.

3. DDA and Abu Dhabi DMT

Dubai Development Authority's shoring-permit service requires a peer-review geotechnical third-party report for projects with more than three basements or special projects near water bodies, alongside soil investigation, calculations and model, drawings, NOCs and the review checklist — this is a pre-permit condition. In Abu Dhabi, the municipal electronic-permitting classification identifies 'Excavation / Shoring / Dewatering — All' as requiring a Risk Assessment. The public source does not impose a universal interim-level third-party instrumentation submission; hold points must be confirmed from the issued permit, the inspection workflow and the project-specific risk assessment.

4. The 11-Record Stage Release Pack

Complete before excavating below the last released level, installing the next strut/waler/anchor level, changing pump duty, or modifying support: (1) temporary-works stage release certificate; (2) consultant inspection / stage completion report with a release, release-with-restrictions or no-release conclusion; (3) third-party geotechnical design review or stage-verification letter; (4) instrumentation installation, baseline and functional-acceptance report; (5) stage instrumentation interpretation and trend report; (6) groundwater and dewatering verification report; (7) as-built survey and geometry verification; (8) anchor proof/acceptance test dossier where anchors are used; (9) updated risk assessment, method statement and work sequence; (10) PTW and isolation-control verification including linked electrical isolation certificates and LOTO; (11) non-conformance, trigger-breach and remedial-action report. Records 1, 2, 4, 6, 7 and 8 are permit-condition dependent for submission but always project-critical on site.

5. Minimum Instrumentation Sign-off Content

An instrumentation report for an intermediate stage is not a raw-data dump. It must state the design and stage reference (approved drawing, current excavation depth, current and next support level, latest designer instruction, stage-specific AAA limits); instrument identity and validity (ID, location, depth, calibration or function check, datum, date/time, reading method, reader, data-validation statement); movement and rate (cumulative and incremental inclinometer plots, direction and profile, maximum movement, rate, comparison against Alert/Action/Alarm and explanation of anomalies); groundwater and pore pressure (internal and external heads, drawdown and recovery rates, target range, pump and flow records); adjacent assets (settlement, tilt, crack, utility or quay/road monitoring where required); visual verification (wall condition, waler/strut/anchor connections, leakage, sand boils, piping, cracks, ground loss, surcharge and plant position); and a clear decision — released, released with restrictions, hold/action required, or alarm/emergency — with next reading frequency, next report date and the named approving authority.

6. Monitoring Frequency and Escalation

The designer sets the final frequency from stage, instrument sensitivity, predicted response, adjacent assets and authority conditions. A conservative benchmark: establish a stable accepted baseline before enabling, dewatering or excavation, and take no work below a release level until instruments and datum are accepted. During active excavation, support installation or a dewatering change, read at least daily and review before progressing to the next level. On Alert or an atypical trend, increase frequency as the designer defines — often each shift, or real-time for critical assets — with engineer review and documented mitigation before continuing. On Action, follow the contingency-plan frequency, stop the affected works and issue a stage-hold decision with a corrective-action record. On Alarm, visible distress or flooding, move to continuous or near-real-time monitoring, suspend related works, notify the authority where required and release only under renewed approval.

7. Authority Submission Decision Logic

Run this on every project before releasing an intermediate level. Is the site within a specific development authority such as DDA, or a special location with a bespoke permit? If yes, follow the issued permit, circular or checklist and portal inspection requirements and upload exactly those records. Is the Dubai project 4+ basements, a special project, or close to a water body? If yes, confirm the third-party geotechnical review is current and obtain a construction-stage verification letter where the permit, authority or third-party reviewer calls for it. Is any trigger breached, deviation found, support modified, unexpected ground or water condition observed, or corrective action proposed? If yes, do not proceed — obtain consultant, designer, third-party or authority approval as the permit and risk status require. Does the issued permit or inspection system expressly name an intermediate-level inspection, shoring stage release, monitoring report or third-party certificate? If yes, submit that signed record before work proceeds; if no, maintain the full stage pack on site, available to the DM, DDA or DMT inspector or asset owner on request.
