1. Contain First, Judge Later

The moment a certificate or inspection outcome loses credibility, suspend reliance on it and quarantine the affected crane or equipment. That is a safety control, not a finding against the provider. What must not happen in the same breath is a public allegation, a “blacklisted” label, notification of unrelated parties, or treating an internal restriction as if a regulator had acted. Preserve evidence, open a case with a unique ID, and keep the two decisions separate from the first hour.

2. Controlled Terminology Protects Everyone

The correct term is project or vendor exclusion: an internal, time-bound procurement or approved-provider restriction. It is not a finding of legal wrongdoing and it is not a regulatory sanction — only an authorised public body can take an enforcement decision. Using the word “blacklist” in an email, a WhatsApp group or a site meeting converts a defensible governance decision into a reputational and legal exposure for your own project.

3. Classify the Trigger A to D

Class A is a critical integrity or safety trigger — a suspected forged or altered certificate, a false accreditation or scope claim, an unauthorised signatory, a failed or unsafe crane passed, or work done while approval was suspended: stop the crane, quarantine evidence, appoint an independent replacement and escalate urgently. Class B is a major capability failure — out-of-scope work, expired accreditation, no valid calibration, a material certificate mismatch, repeated missed defects: suspend new appointments and affected certificates pending review. Class C is a material documentation or process issue: hold final acceptance and issue a corrective-action notice. Class D is a minor observation: correct and trend, and do not exclude unless it repeats.

4. The Nine-Step Workflow

Intake and preserve; triage; containment; provider notice; fact review; referral decision; corrective action; decision; reapproval or closure. Each step has a named owner and a required evidence output — a case ID and evidence index, a triage record, a hold notice and quarantine log, a written notice with proof of receipt, a verification matrix with conflict declarations, a notification decision log, a CAPA verification record, a signed decision with reasons, and a closure record. A missing evidence output is what makes a decision indefensible later.

5. Identify Everything the Case Touches

Triage is not only about the crane that triggered the case. List every crane, site, certificate, provider and subcontract arrangement that could be affected by the same person, the same instrument, the same branch or the same method. If the signatory is in doubt, every certificate that signatory issued on the project is in doubt. Arrange independent cover early so that containment does not create pressure to release work on the disputed evidence.

6. Fact Review Must Be Independent

Verify accreditation status, scope, legal entity and branch from the official source. Verify current municipality, free-zone, port, developer or client acceptance for the exact plot. Verify the named inspector and signatory, their scope and their signature specimen. Verify instrument IDs, calibration validity, range suitability and traceability. Reconcile the certificate against the work order, serial and configuration, the method actually applied and the recorded outcome. The reviewer declares any conflict, and the provider’s explanation is logged separately from the verified facts.

7. Fair Notice Is a Control, Not a Courtesy

The provider receives the case ID, the factual concerns, the interim status, the evidence requested, the response deadline, and the confidentiality and no-retaliation requirement — with proof of receipt. The notice must state exactly what is held: certificate reliance, new work, specific sites or all services. The response, any correction proposal and any disputed facts are recorded and considered. CAPA is accepted only after a competent impartial reviewer verifies effectiveness — never on the provider’s assertion.

8. Referral Boundaries

EIAC is the official accreditation body for inspection bodies and has a published complaints, suggestions and appeals contact route — use it for accreditation status, scope, accreditation-symbol use, impartiality or competence concerns. EIAC referral does not replace notifying the authority that issued the crane permit or NOC, or the authority responsible for a safety event. In Abu Dhabi use the current DMT / ADM permit and HSE contact, and treat the 2021 approved third-party inspection company list as historic. In Dubai use the exact Dubai Municipality, DCAA, Civil Defence, free-zone, port or developer route named in your NOC or permit.

9. The Decision Panel

The panel verifies its own mandate, receives a complete findings pack, and chooses a level proportionate to the verified risk: release with conditions, maintain suspension, apply project exclusion, or refer to procurement, legal or an authority. An exclusion states the provider, site, service and duration with a review date — vague or open-ended restrictions are not acceptable. Distribution is need-to-know, an appeal route exists, and the panel never represents that an authority has sanctioned a provider without written evidence.

10. Reapproval Is Evidence-Based

Restoration is not a calendar event. Accreditation, scope, entity and branch are officially reverified; named people, the signatory, instruments and methods are reverified; affected cranes receive independent re-examination, retest or replacement certificates where needed; the CAPA root cause and recurrence controls are verified by an impartial reviewer; written authority, client, free-zone or developer acceptance is obtained where the rules require it; and the panel issues a controlled reapproval stating the scope, the monitoring plan and the review date.
