1. Why Fatigue Is a Category-A Hazard

17 hours awake produces cognitive impairment equivalent to a blood alcohol level of 0.05% — at or above the legal driving limit in many countries. Fatigue is a contributing factor in up to 20% of workplace accidents globally. On a live construction site — cranes, excavations, working at height, plant movements — fatigue is a Category-A hazard, not a personal problem.

2. Microsleep — The Warning You Miss

Microsleep is an involuntary sleep episode of 2–30 seconds that occurs while a person appears to be awake. It is the most dangerous sign of severe fatigue: eyes open, standing upright, brain offline. A crane operator or driver in microsleep for 3 seconds at 60 km/h has travelled 50 metres blind. Observable signs — heavy eyelids, frequent yawning, unexplained errors on familiar tasks — override any worker's self-assessment.

3. UAE Working-Time Law

Federal Decree-Law No. 33 of 2021 caps continuous work at 5 hours before a mandatory rest break, requires a minimum 11 consecutive hours' rest between shifts, and reduces Muslim workers' daily hours by 2 hours during Ramadan. From 15 June to 15 September the outdoor midday work ban applies from 12:30 PM to 3:00 PM. Breaching any of these is a legal breach AND a fatigue-loaded incident waiting to happen.

4. Pre-Shift Fatigue Risk Assessment

Score every worker on safety-critical tasks (working at height, plant operators, confined space, crane operators) using: hours of sleep last night (<5 = high), consecutive working days (7+ = high), personal circumstances flagged by supervisor, observable signs. A HIGH RISK score removes the worker from safety-critical tasks until they have rested — not a signed 'I feel fit' declaration.

5. The Controls Hierarchy

ENGINEERING (most reliable): rotate workers between physical and lighter tasks every 2 hours; automate repetitive manual tasks; provide cool break areas. ADMINISTRATIVE: enforce maximum working hours; schedule safety-critical tasks in the first half of the shift; pre-shift fatigue assessments. BEHAVIOURAL (least reliable, but essential): worker education, buddy checks, encourage reporting fatigue without penalty.

6. Ramadan, Heat & Camp Life

Migrant workers commonly face compounding fatigue: long commutes from labour camps, noisy shared accommodation, night-shift patterns, remittance pressure, and — during Ramadan — daytime fasting. During Ramadan and the summer midday ban, schedule physically demanding tasks to cooler morning hours, ensure adequate shaded rest, and use a buddy system to spot fatigue signs. Cutting corners here transfers the risk directly onto the site.
