1. UAE Environmental Framework
Federal Law 24 of 1999 on the Protection and Development of the Environment is the primary law. Emirate regulators — EAD (Abu Dhabi), Dubai Municipality, EPAA (Sharjah) — issue project-level EHS conditions via CEMP (Construction Environmental Management Plan) approvals. Non-compliance triggers stop-work and fines up to AED 1,000,000.
2. Dust Control
PM10 boundary limit typically 150 µg/m³ (24 h). Controls: perimeter dust screens, wet suppression on haul roads and stockpiles, wheel-wash at exit, cover trucks with tarpaulin, cease dust-generating work in high wind. Continuous PM monitors with alerts to HSE and stop-work triggers.
3. Noise & Vibration
Daytime boundary noise typically ≤65 dB(A) residential / ≤70 dB(A) commercial; nighttime ≤55 dB(A) (jurisdiction-specific). Piling and breaking need NOCs. Vibration limits PPV 5 mm/s at residential façades. Monitor with logging meters; log complaints and respond within 24 hours.
4. Water & Drainage
No discharge to storm drains of concrete washout, oils, chemicals or sediment-laden water. Wash-out to lined pit or tanker for disposal. Silt fences and sediment traps on runoff routes. Groundwater dewatering needs a permit and settlement/filtration before discharge.
5. Waste Segregation
Segregate at source: inert (concrete/rubble), metal, timber, plastic, paper/cardboard, hazardous (paints, oils, chemicals, batteries, asbestos), general. Only licensed haulers with waste manifests (Tadweer / Bee'ah / Dulsco). Retain manifests for audit — target ≥75% diversion from landfill on most UAE megaprojects.
6. Spills & Incident Reporting
Spill kits (absorbents, booms, bags) at fuel, oil and chemical points. Bund all mobile fuel tanks 110%. Any spill outside a bund, any hydrocarbon reaching soil or drain, or any complaint from a neighbour is an environmental incident — report to HSE and regulator within statutory timeframe (often 24 hours).
