1. UAE Drone Regulations
GCAA and local aviation authorities (Dubai Civil Aviation Authority, Abu Dhabi Department of Transport) require registration and permits for all drone operations. Unauthorised drones over a construction site, critical infrastructure or restricted airspace are a criminal offence under UAE Federal Law and are treated as a security threat until proven otherwise.
2. Recognising the Threat
Indicators: unregistered flight over the site, hovering above workers, payload attached, multiple drones in formation, night flights without lights, or a drone following a specific person or lift. Do NOT attempt to shoot down, jam or catch the drone — it may be armed, carrying a payload, or evidence in a criminal case.
3. Immediate Actions
Sound the site alarm. Stop all overhead lifts and place loads down safely. Move workers into hard-roofed shelters, basements or reinforced areas — away from windows, fuel storage, gas cylinders and chemical stores. Account for personnel at internal shelter points, NOT the open-air assembly area.
4. Reporting
Call 999 (Police) immediately. Notify site security, the main contractor's HSE Manager, and the client's security lead. The Incident Commander files a report with GCAA within 24 hours and preserves CCTV, drone footage and witness statements for the investigation.
5. Evidence Preservation
Do not touch any drone or debris that lands on site — treat as a crime scene, cordon off 20 m, and wait for Police EOD (Explosive Ordnance Disposal). Photograph from a safe distance. Save site CCTV and any worker phone footage in a locked evidence folder.
6. Recovery & Debrief
Re-entry only when Police declare the area safe. Conduct a psychological welfare check on affected workers — drone incidents are a recognised trauma trigger. Debrief within 24 hours and update the site security plan with lessons learned.
