1. UAE Driving Framework
Federal Traffic Law No. 21 of 1995 and its amendments govern all driving in the UAE. On-site driving additionally follows the project traffic management plan and ADOSH-SF / DM Construction Safety CoPs. A UAE-issued licence for the correct vehicle category is mandatory — international/home-country licences alone are not acceptable for site duty vehicles.
2. Pre-Journey Checks & Journey Management
Daily walk-around: tyres, lights, brakes, mirrors, seat-belts, oil/water/coolant, wipers, horn, load security. Journey management for long or high-risk trips: route, breaks every 2 hours, rest stops, weather forecast, contact numbers. Log start/end kilometres and driver ID.
3. Fatigue, Distraction & Mobile Phones
Never drive if fatigued — micro-sleeps at 100 km/h cover a football pitch with eyes closed. Handheld mobile phone use while driving is illegal in the UAE (AED 800 + 4 black points). Even hands-free reduces reaction time — pull over for any prolonged conversation. Programme sat-nav before moving off.
4. Site Roads: Speed, Priority & One-Way
Typical site speed limit 20 km/h (10 km/h near active work-faces). Pedestrians and banksmen have priority. One-way systems marked and enforced. Reversing only with a trained banksman or reversing camera + alarm. Segregate light vehicles from plant and heavy vehicles wherever possible.
5. Seat-Belts, Loads & Passengers
Seat-belts mandatory for driver and all passengers — UAE law and site rule. Never carry passengers in load beds, on running boards or in the back of pickups. Loads secured with straps rated to load weight; nothing overhanging the load bed without a marker flag and permit.
6. Incidents, Breakdowns & Weather
In an incident: stop, hazard lights, warning triangle 50 m behind, call site security and Police 999 for injury. In a breakdown: move off the live carriageway if safe, hazards on. In fog/sandstorm/rain: reduce speed, low beams (not high), leave extra following distance, or park safely off-carriageway and wait.
