1. What Is a Critical Risk
A critical risk is a hazard with realistic potential to cause a single or multiple fatality, regardless of how rarely it occurs. On UAE construction sites these are working at height, lifting operations, confined space entry, energy isolation, excavation collapse, mobile plant and vehicle movement, and structural collapse. ADOSH-SF (formerly OSHAD) and Dubai Municipality inspection regimes focus disproportionate attention on these risks because low-frequency, high-severity events drive fatality statistics far more than routine minor injuries.
2. Life-Saving Rules
Most UAE-based contractors adopt a set of eight to ten non-negotiable Life-Saving Rules, typically covering: work at height protection, permit-to-work compliance, energy isolation (LOTO), confined space entry, lifting operations, driving and vehicle safety, excavation protection, and management of change. These rules are simple, memorable, and apply to every worker regardless of trade or seniority. Violation of a Life-Saving Rule is treated as a serious disciplinary matter, distinct from ordinary policy breaches, because the consequence of failure is death.
3. The Bow-Tie Model
A bow-tie diagram places the hazard at the centre, threats (causes) on the left, and consequences on the right. Preventive controls sit between threats and the top event; mitigating controls sit between the top event and consequences. For working at height, a preventive control is an edge protection system; a mitigating control is a fall-arrest system with rescue plan. Understanding both sides helps workers see why a single control failure is rarely catastrophic on its own — but a chain of failures is.
4. Critical Controls Defined
A critical control is the specific control whose failure would materially increase the risk of the top event occurring or its consequence being severe, even if all other controls remain in place. Not every control is critical — critical controls are the vital few. Examples: for lifting, the critical control is a valid lift plan verified by a competent person; for confined space, it is continuous atmospheric monitoring. Critical controls must be verified before work starts, not assumed to exist.
5. Verification and Degradation
Critical control verification means physically checking the control is present, functioning, and being used correctly — not just checking paperwork exists. A degraded control (e.g. a gas detector with a flat battery, an incomplete edge protection run, an expired lifting certificate) is treated as equivalent to no control at all. Site supervisors must verify critical controls at the start of every shift and after any change in conditions, weather, or crew.
6. Stop Work Authority
Every person on a UAE construction site, regardless of role or nationality, has the authority and the duty to stop work immediately if a critical control is missing, degraded, or bypassed. This authority is protected — no worker may be penalised for a good-faith stop. Work resumes only after the competent person confirms the critical control is restored. Reporting a near-miss involving a critical control failure is mandatory and must be investigated as a high-potential incident.
