1. Crane Selection
Mobile, crawler, tower, luffing or telehandler — chosen based on load weight, radius, height, ground bearing, and site constraints. Never lift beyond the load chart at the required radius; add margins for wind, dynamic effects and rigging weight.
2. Lift Plan & Method Statement
Every lift ≥ 90 % of SWL, tandem lift, or lift over live works requires a written lift plan authored by the Appointed Person (AP): load details, rigging, ground assessment, exclusion zones, communication, emergency response. Approved before mobilisation.
3. Competency Chain
Appointed Person (LEEA/CPCS/UAE MOL recognised), Lift Supervisor, Crane Operator (third-party certified — DM/Trakhees for the emirate), Slinger/Signaller, Banksman. All valid certificates on file; no informal role-swapping.
4. Exclusion Zones, Taglines & Weather
Full radius exclusion zone — no persons under any part of the load path. Taglines for controlling loads. Stop lifts above manufacturer wind limit (typically 9.8 m/s for mobiles, tower-specific for tower cranes); watch for gusts, not average wind. Sandstorm/lightning — stop.
5. Tandem Lifts & Crane Clashes
Two-crane lifts require dual lift plan, matched load monitoring, and one lead signaller. Adjacent cranes: zone-limitation systems (anti-collision), agreed slew envelopes, priority rules in the crane radio protocol. Never assume the other operator sees you.
6. UAE Requirements
DM Construction Safety CoP 4, Trakhees CoP, ADOSH-SF CoP 22 on lifting operations. Third-party inspection every 6 months (LEEA/TPI), daily pre-use check by operator, and monthly by AP. Incident reporting mandatory for any dropped load, near-miss or crane collision.
