1. The Crane Must Pass Gates, Not Paperwork

Erection, certification and operating release are separate decisions, and no single sign-off replaces the authority, engineering, independent inspection or principal-contractor gate. The exact plot — not the emirate — determines the authority stack, because a mainland municipality permit is not automatically accepted inside a free zone, a port area or a master-developer plot. Above all, the evidence pack must match the physical crane: serial number, configuration, height, jib, tie layout and the approved drawings.

2. Two Authority Branches

In Abu Dhabi the route runs through the ADM / DMT tower-crane installation permit with approved MEPS drawings, with ADOSH-SF, airport safeguarding and developer or port conditions layered on top. In Dubai you must confirm the current Dubai Municipality route plus DCAA or airport clearance, Civil Defence and developer or free-zone conditions for the exact plot. Common to both: the independent inspection body's accepted scope, the manufacturer's instruction and the project engineering still apply.

3. Start With the Plot, Not the Crane

Three questions must be answered in writing before mobilisation. Who controls the plot — municipality, free zone, port or master developer, with named contacts? What approvals govern height and boundary — crane installation or use permit, aviation NOC, plot boundary and oversailing, and urban-interface controls? Which authority can stop or release the work, and through what escalation route? Record the answers in an authority and NOC matrix with validity dates.

4. Engineering Controls Enter Before Mobilisation

The foundation and base need design, ground condition confirmation, anchors, survey and a structural release. The crane configuration must be captured exactly: manufacturer model, serial, jib, height, mast and ties, ballast and the current load chart. The erection method must be the OEM or engineered sequence, with the support-crane plan, rigging, weather limits, rescue arrangements and public or traffic controls. A configuration that does not match the approved drawings is a stop, not a variation.

5. The Erection and Commissioning Hold Point

Erection ends at a controlled hold point with three evidence groups. Structure: component identity, pins, bolts, torque, ties and configuration recorded. Access and electrical: safe access, earthing, isolator, cab and lighting, and fire and emergency readiness. Safety systems: brakes, limits, SLI / RCI, anemometer, anti-two-block and anti-collision or zoning all tested. Any open defect means quarantine, rectification and re-inspection — never a conditional release into service.

6. Third-Party Certification Is an Independent Gate

Verify that the inspection body holds ENAS / EIAC or authority-accepted scope for this crane and test, and that the certificate carries an authorised signatory. The test method must come from the OEM manual, the inspection body's procedure and the authority condition — never a generic proof-load value applied from another project. A failed, conditional or mismatched certificate means hold the operation until the defect is closed and the crane is re-tested.

7. Certificates Must Identify the Actual Crane

Four checks close the certificate gate. Identity: crane model, serial, configuration and location. Examination and test: type, date, the actual scope tested, the outcome and any restrictions. Provider: inspection body, accepted scope and authorised signatory. Validity: issue date, expiry or next-due date, and evidence of authority or client acceptance. A certificate that describes a different configuration is not evidence for this crane.

8. Operational Handover Starts the Ongoing Cycle

At handover the principal contractor accepts the technical file — manuals, permits and NOCs, engineering, configuration records and certificates; the maintenance regime — OEM plan, named provider, daily, weekly and monthly controls and the defect and quarantine process; and the operating controls — competence, load charts, weather limits, anti-collision, boundary and aviation conditions and the emergency plan. Abu Dhabi requires daily and weekly competent-person inspection and monthly specialist third-party maintenance, with reports available on request.

9. A Near Miss Can Reopen Every Gate

A structural concern, dropped load, uncontrolled crane movement or safety-device event means stop, isolate, rescue or protect people, preserve evidence and escalate. A missing permit or certificate, or a configuration that does not match the approval, means stop and quarantine until a corrected approval and a written release exist. A major repair, or a change of configuration, tie arrangement or height, reopens the engineering, authority, inspection and handover gates.

10. Notification Timing and Named Owners

In Abu Dhabi the ADOSH-SF mechanism sets a Form G notification to the concerned SRA within 24 hours for a fatality, and a maximum of three working days for a serious dangerous occurrence, serious injury or serious illness; a subcontractor event must be reported to the principal contractor immediately. In Dubai, notification follows the actual permit and authority condition for the plot, and DDA areas have their own accident-reporting requirement. Aviation, public and emergency interfaces are always immediate — never delay Police, Civil Defence or ambulance for internal paperwork. Every gate has a named owner: project manager for the authority matrix, erection subcontractor for engineering and erection records, appointed person for lift and release controls, inspection body for the independent certificate, principal contractor for handover acceptance and incident control.
