1. Scope Warning Before Anything Else
CoP 46.0 is titled Underground Construction and uses tunnel and shaft terminology. It applies directly where the project falls within that scope. For a conventional lower basement, the Principal Contractor should confirm applicability with the relevant Abu Dhabi authority or permit route and adopt its controls where the same underground-access, evacuation or extraction hazards are present. The emergency plan must then be tailored to the basement geometry, occupancy, structural condition, rescue access and construction sequence. Do not copy tunnel numbers into a basement without demonstrating equivalence.
2. Explicit CoP 46.0 Extraction and Rescue Provisions
3.8(a)(i) competent first aid: persons trained in first aid and capable of responding rapidly must be available on each shift during working hours — roster first-aiders by workface and level; do not rely on an off-level or off-shift resource without a demonstrated response time. 3.8(a)(ii) casualty movement: in serious injury a casualty must be moved only by a trained first-aider unless there is immediate risk of further injury — prevent untrained colleagues moving an injured worker down stairs, through a lift zone or over rebar and formwork. 3.8(a)(iii) first-aid boxes: clearly identified, readily accessible, contents protected from dirt and damp, controlled by designated first-aiders each shift, located at the active workface and not only at surface office level. 3.8(a)(iv) stretchers and blankets: appropriate for the confined space, readily accessible in working areas, protected from dirt and damp; where access is by shaft, store stretchers at tunnel level where reasonably practicable — select equipment that fits the actual route, turns, stairs, ramps and transfer points. 3.8(a)(v) surface transfer: provide an appropriate means to transport an injured person to the surface, and shaft lifting arrangements must take this into account — the rescue plan must define how a stretcher reaches grade without relying on an unavailable or unsafe crane or hoist.
3. Rapid Transfer, Ambulance Access, Lighting and Egress
3.9(a) requires a clear plan for rapid injured-person transfer from work areas and assured ambulance access — establish a protected workface-to-collection-to-ambulance route, a surface rendezvous point, a gate guide and traffic clearance, with a current route drawing and daily route check. 3.9(b)(iii): where a gas or smoke hazard may exist, provide escape-type breathing apparatus and an approved gas monitor — this is conditional on the MSRA and fire/smoke/gas assessment, not an automatic requirement for every basement. 3.9(b)(vi): if a shaft is used for egress, arrange readily available lifting capability unless the regular lifting means will operate during power failure. 3.6: maintain safe access to and egress from all underground construction areas and control unused openings. 3.13.3: provide appropriate emergency power and lighting; in tunnels, emergency lighting at intervals not exceeding 10 m and at first-aid points, escape routes, emergency exits, access points, control/communication points and particular hazards — the 10 m spacing should not be copied blindly into a basement, but the project must show equivalent coverage of critical points. 3.16.6: where normal access is mechanical (hoist or crane), provide a secondary means of egress for plant breakdown, and provide fixed access as early as reasonably practicable — a single construction hoist or crane is not a sufficient sole escape route.
4. The 25-Person Trigger and Workforce Scaling
3.9(b)(iv): if 25 or more employees work underground at any one time, provide a fully equipped and trained rescue team and an appropriate vehicle to transport an injured person to the nearest hospital. This is the specific CoP numerical trigger; the rescue team must be site-available, trained and equipped, not an improvised group of labourers. 3.9(b)(v): if fewer than 25 people work underground, maintain a direct means of communication with local emergency services — tested communications, emergency numbers and a location card at the workface. Scale from a live underground workforce register recording the actual number of people below grade per shift and level, with maximum-occupancy evidence, rescue-team roster and competence records, equipment list, vehicle arrangement and drill record held before shift release. Crossing 25 mid-shift is a planning failure, not a paperwork event: the gate must be satisfied before the period for which the count is forecast.
5. Equipment Standard: Performance, Not a Shopping List
CoP 46.0 is primarily performance and capability based. It mandates the availability, accessibility, maintenance and suitability of listed equipment; it does not prescribe a single brand, model or universal EN/BS/ASTM product standard for every rescue item. For each category the project records its own decision: stretcher and blanket — dimensions and turning radius against the actual route, carrying team, stair/ramp transfer method and inspection frequency; first-aid boxes — contents matched to the approved first-aid/medical assessment and site medical provider, with replenishment and expiry; emergency lighting — basement coverage, battery autonomy, water/fire/mechanical protection, illumination validation and functional-test frequency; portable and cap lamps — selection, charging control and issue system; escape breathing apparatus and gas monitor — monitor type, alarm set points, calibration and bump-test regime, apparatus selection and competency under the MSRA; rescue-team equipment — credible scenarios, capability boundary, equipment list, team size, medical interface and drill acceptance criteria; casualty-to-surface transfer — compatible stretcher transfer, lifting arrangement, safe capacity, emergency/backup power and a mechanical-failure contingency; rescue vehicle — availability, driver, route, and the alternative when ambulance services take over. Fully equipped is not a short shopping list: equipment must be selected from the project's credible collapse, crush, smoke/fire, flood, power-loss, access-blockage and medical scenarios, and CoP 46.0 does not authorise improvised technical rescue by untrained site personnel.
6. Lower-Basement Adaptation Checklist
Before applying CoP 46.0 controls to a lower basement, secure written confirmation of scope and permit applicability, then complete these project decisions. Occupancy trigger: confirm the maximum people simultaneously below grade; if 25+, apply the trained, fully equipped rescue-team and transport-vehicle trigger. Route capacity: demonstrate from the actual drawings that the primary and secondary routes move a stretcher and carry team and allow emergency-service access — width, turns, slopes and vertical-transfer method. Access resilience: identify at least one route that does not depend on the normal hoist or crane or the same power source. SIMOPS separation: keep extraction and casualty routes outside crane lift and fall zones, concrete-pump hose movement, mobile plant, material landing and dewatering/electrical hazards. Structural stability: define no-entry boundaries and emergency-service handover for collapse, formwork failure, shoring movement or a compromised slab. Medical response: define incident command, first-aid coverage, casualty collection point, ambulance interface and multiple-casualty triage. Drill validation: run scenario drills at the real workface including route blockage, power loss, crane incident, water ingress and multiple casualties, and log and close corrective actions.
7. NC Severity and the Two Enforcement Tracks
Grade every rescue-readiness breach NC-1 to NC-5 against the severity dashboard, and keep two tracks separate. The authority track covers regulatory sanction under the applicable Abu Dhabi framework and permit conditions — inspection findings, notices, stop-work and formal enforcement, which only the authority can impose. The contractual track covers remedies available to the Client or Principal Contractor under the executed contract: hold points, suspension of a work front, withholding release, defect and rectification obligations and any agreed deduction mechanism. Never describe an internal deduction as a municipal fine, and never assume an authority sanction where the contract is the only instrument. A RED gate item is a hold, not a report: the affected work front does not release until the corrective action is closed, verified and recorded on the action register with owner, date and evidence. Blank fields in the contract-settings register are not permission — they are unresolved items requiring a decision before reliance.
