1. Phase Boundaries
Construction: unpowered/uncharged installation. Pre-commissioning: flushing, cleaning, static tests. Commissioning: energising and functional testing. Operation: normal use. Each transition changes the risk profile — controls must change with it, not stay static.
2. Permit-to-Live & Permit-to-Commission
Permit-to-Live authorises first energisation of an electrical/mechanical system. Permit-to-Commission covers ongoing dynamic testing. Both require: as-built verification, isolation records, LOTO release plan, commissioning team briefed, and exclusion of non-essential workers.
3. Pressure & Leak Testing
Hydrostatic preferred over pneumatic — stored energy in compressed gas is dangerous. Test envelope: exclusion zone, blinds/blanks verified, gauges calibrated, ramp slowly, hold, depressurise slowly. Never approach a pressurised system to fix a leak — depressurise first.
4. First-Fill & Chemical Handling
Chemical cleaning, glycol fills, refrigerant charging — SDS-based risk assessment, spill kits, ventilation, PPE (chemical-resistant gloves, face shield). Pump start-up: check rotation before coupling load; no-load run then step to duty.
5. Mixed-Mode Zones
Construction trades and live commissioning cannot share the same zone without SIMOPS controls. Physical barriers, live/no-live signage, RF/radio protocol, and a commissioning manager who authorises entry. When in doubt — de-energise.
6. System Handover
Handover pack: as-built drawings, test certificates, calibration records, O&M manuals, spare parts, operator training records. End-client signs acceptance. Construction PPE and permits close out; operational HSE regime takes over. No 'soft' handovers.
