Crane Subcontractor Handover & Authority Approval: The Dubai and Abu Dhabi Gate Sequence
Ten approval and certification gates from plot screening to operational release — the two authority branches, the erection hold point, independent third-party certification, and the notification rules that reopen every gate.
Most crane disputes on UAE projects are not engineering disputes. They are release disputes: the crane is standing, the subcontractor says it is finished, the certificate exists somewhere, and nobody can state in one sentence who is authorised to let it lift. The fix is to treat erection, independent certification and operating release as three separate decisions, each with its own evidence gate and named release authority.
This guide sets out the ten-gate approval and certification sequence for tower cranes in Dubai and Abu Dhabi, the handover stages that sit under it, and the incident notification rules that can reopen gates you already closed. The crane must pass gates, not paperwork
- Erection, certification and operating release are separate decisions — no single sign-off replaces the authority, engineering, independent inspection or principal-contractor gate.
- The exact plot determines the authority stack, not the emirate: municipality, free zone, port, master developer and aviation can each add a condition to the same crane.
- The evidence pack must match the physical crane — serial number, configuration, height, jib, tie layout and approved drawings.
Two authority branches
Abu Dhabi is the more explicitly published route. ADM Circular No. 001/2021 requires an installation permit for all tower cranes including self-erecting types, erection to approved MEPS drawings, the whole crane and counterweight inside the plot boundary, multi-crane layouts free of collision risk in any configuration, monthly specialist third-party maintenance, and daily and weekly competent-person inspection with reports available on request. ADOSH-SF, airport safeguarding and developer or port conditions layer on top.
Dubai is written as a confirmation gate. Establish the current Dubai Municipality construction and crane-examination route, the DCAA or airport decision for the exact location and height, Civil Defence requirements and the developer or free-zone NOC. The public DCAA crane service page does not expose detailed criteria, so treat clearance, lighting, height, location and time restrictions as conditions to obtain in writing rather than thresholds to assume.
Federally, MoIAT / ENAS ETR 06 treats tower cranes as Class A1 powered lifting equipment, sets inspection-body competence and certificate content, gives Class A1 a twelve-month interval and lifting accessories a six-month interval.
Gates M-01 to M-10
- M-01 Jurisdiction — written authority matrix and contacts for the exact plot. No mobilisation without it.
- M-02 Engineering — OEM manual, foundation and tie calculations, load charts and the erection design for the actual configuration.
- M-03 Approvals — permits and NOCs current, with a conditions register and the drawing revision they approve.
- M-04 Pre-erection readiness — competence, support-crane and rigging certificates, logistics, exclusion zone, rescue plan and the briefing record.
- M-05 Erection and commissioning — structure, access and electrical, and safety-system testing, with defects closed before operation.
- M-06 Inspection-body acceptance — accreditation, scope for this crane and test, and the authorised signatory.
- M-07 Thorough examination and tests — OEM, inspection-body and authority method; calibrated instruments; recorded configuration.
- M-08 Certificate acceptance — identity, scope, restrictions, signatory and validity all correct for this crane.
- M-09 Operational handover — technical file, maintenance regime and operating controls accepted, with every signatory releasing.
- M-10 Change and incident control — hold the affected crane until a written release is issued.
The erection hold point
Erection ends at a controlled hold point, not at the last bolt. Structure evidence covers component identity, pins, bolts, torque, ties and configuration. Access and electrical evidence covers safe access, earthing, isolation, cab and lighting, and fire and emergency readiness. Safety-system evidence covers brakes, limits, SLI / RCI, anemometer, anti-two-block and anti-collision or zoning testing. An open defect means quarantine, rectification and re-inspection.
Independent certification is a gate, not a formality
Two failures recur. The first is scope: an inspection body without accepted scope for this crane type or test produces a finding, not evidence. The second is method: applying a generic proof-load percentage instead of the OEM, inspection-body and authority-approved procedure. And the certificate itself must identify the crane model, serial, configuration and location, the examination type, date, actual scope and outcome, any restrictions, the accepted provider and signatory, and the issue, expiry and next-due dates.
A near miss reopens the gates
- Structural concern, dropped load, uncontrolled movement or a safety-device event — stop, isolate, protect people, preserve evidence, escalate.
- Missing or expired permit or certificate, or a mismatched configuration — stop and quarantine until a corrected approval and written release exist.
- Major repair, or change of configuration, tie arrangement or height — reopen the engineering, authority, inspection and handover gates.
Notification timing is published in Abu Dhabi: ADOSH-SF requires a Form G notification to the concerned Sector Regulatory Authority within 24 hours for a fatality, and within a maximum of three working days for a serious dangerous occurrence, serious injury or serious illness. A subcontractor event goes to the principal contractor immediately, with reporting following the nominated-entity hierarchy. In Dubai, use the actual permit and authority condition for the plot; in DDA areas, the current circular's accident-notification requirement applies. Aviation, public and emergency interfaces are always immediate.
Give every gate an owner
- Project manager — authority matrix, permits and escalation path.
- Erection subcontractor — OEM and engineering documents, RAMS, competent crew, erection records and the technical file.
- Appointed person — lift, rigging, test, exclusion and release controls.
- Inspection body — independent examination and test, and an accurate certificate.
- Principal contractor — operational handover acceptance, the inspection plan and incident control.
Release the crane only when the evidence and the machine agree: every approval has a named authority and validity, every certificate identifies the correct crane and scope, every hold point has a named release authority, and every incident or non-compliance stops the work before it escalates.
