UAE Construction Safety Benchmark — monthly worker-hour reporting pack
This pack collects the worker-hour denominator used to calculate comparable construction safety rates. Each participating project submits one controlled site-level ledger for the same worker population whose incident records are in the benchmark. Submit by the 10th business day of the following month.
Privacy limits — read before completing
The benchmark is an opt-in panel, not an official UAE construction census. Never report an estimate as an actual source value. Do not submit worker names, employee numbers, contact details, identification documents, payroll files, photographs, witness statements or free-text incident narratives in this pack.

The main contractor or another formally appointed site data owner submits one consolidated register per benchmark site and month. Each row must represent a mutually exclusive workforce group: if a worker's hours appear in a direct-labour row they must not also appear in a labour-supply or subcontractor row. Where a worker performs several activities, their hours still appear once only, under the group that employs or supplies them.
Core eligibility standard
- The site was active and the coverage profile was current.
- Worker-hour and incident records cover the same defined population.
- At least 95% of submitted worker-hours are source-supported.
- Estimated hours do not exceed 5% of submitted worker-hours.
- Every active in-scope workforce group has a row or a documented exception.
- The certifier has reconciled the month's incident cases, including a verified zero-incident return.
A month that does not meet the standard is retained in the governed dataset and disclosed in data-quality reporting, but excluded from the primary rate calculation until corrected. The public primary rate is expressed per 1,000,000 covered worker-hours.
Hours to include and exclude
Include
- Actual hours worked at the project site, including overtime.
- Site-based induction, toolbox talks, safety meetings, drills and training.
- Project-site office and supervisory time when in the incident population.
- Direct, labour-supply and subcontractor hours where the profile includes them.
Exclude
- Annual leave, sickness, rest days and other non-worked paid time.
- Commuting and off-site time unless the profile explicitly includes it.
- Remote office or design hours outside the covered incident population.
- Hours belonging to a separate project, even in the same organisation.
Questions we are asked
What are worker-hours in this benchmark?
Hours actually worked by the defined covered population at the project site during the reporting month, including overtime and site-based induction, toolbox talks and drills. Annual leave, sickness, rest days, commuting and off-site time are excluded.
Who submits the register?
One appointed site data owner submits a single consolidated site-level register per benchmark site and month. Subcontractors return the annex to that owner and must not submit the same hours separately.
When is a month eligible for the primary rates?
The site must be active with a current coverage profile, worker-hour and incident records must cover the same population, at least 95% of hours must be source-supported, estimates must not exceed 5%, every active in-scope group needs a row or approved exception, and the certifier must have reconciled the month's incident cases.
Is the benchmark an official UAE statistic?
No. It is an opt-in panel of participating sites, not an official UAE construction census, and it publishes rates only from eligible site-months.
