1. Federal Law No. 33 of 2021 (Labour Relations)
Federal Decree-Law No. 33 of 2021 replaced the 1980 Labour Law and is the primary source of occupational safety and health obligations for private-sector employers, including construction contractors. Article 13 requires the employer to provide a safe workplace and protective equipment at no cost to the worker.
The 2022 executive regulations (Cabinet Resolution No. 1) extended obligations covering occupational health, workers' housing standards, and the treatment of injuries and occupational diseases.
2. Ministerial decrees you must know

- MOHRE Decree 44 (Workers' Accommodation) — minimum standards for camps housing more than 50 workers, including area per worker, sanitation and fire safety.
- Cabinet Resolution 27 of 2022 — occupational health and safety obligations, including OSH management-system requirements for medium/large employers.
4. Fines: AED 100,000 – 1,000,000 ranges
Enforcement in 2025–2026 sharpened significantly. Common penalty ranges seen in construction:
- AED 5,000 – 50,000 per worker — undocumented worker, no valid work permit, or Wage Protection System (WPS) breach.
- AED 50,000 – 200,000 — midday break violations, failure to provide potable water or shaded rest areas, PPE not provided.
- AED 100,000 – 1,000,000 — serious injury, fatality, or systemic HSE management failure. Aggravating factors include repeat offences, unauthorised subcontracting, and falsified records.

5. Practical actions for site managers
- Maintain a live HSE plan aligned to ADOSH-SF Element 5 / DM equivalent.
- Run and record daily heat-stress checks in summer.
- Keep the WPS current for every worker; audit weekly.
- Log high-risk permits (hot work, confined space, deep excavation) with digital sign-off.
- Track and close corrective actions within the timelines defined by each authority.
