# UAE Remote Camp Deep-Cleaning Vendor, PPE and Chemical-Control Notes

## 1. Workforce PPE and Occupational Safety

The Official UAE Government Platform states that employers must provide the necessary means to protect workers from occupational injury and disease risks, provide awareness information and training, and periodically evaluate OHS compliance. Workers must use the protective equipment/clothing supplied, follow employer safety instructions, and use PPE properly. The platform references Articles 13 and 36 of Federal Decree-Law No. 33 of 2021 and Articles 22 and 26 of Cabinet Resolution No. 1 of 2022.

For high-level disinfection, this creates a **risk- and SDS-based** PPE requirement rather than a single universal PPE list. The contractor MSRA/method statement must assess each product and task and identify, at minimum as applicable: chemical-resistant gloves suited to the product; eye/face protection for splash potential; protective clothing/coverall; chemical-resistant footwear where splash/contact exists; and respiratory protection only where required by the product SDS, task exposure assessment and an implemented respiratory protection programme. PPE cannot substitute for elimination, segregation, ventilation, safe dilution and controlled work practices.

## 2. Dubai Municipality Professional Biocide and Contractor Control

Dubai Municipality’s Health & Safety Approved Lists page publishes the List of Approved Biocides for Professional Use (Business-to-Business), general requirements, and a list of cleaning and disinfection companies. For Dubai work, a vendor contract should require the contractor to demonstrate that it is on the current relevant authority list, or otherwise holds the activity approval required for the specified service, and that every proposed biocide is currently on the applicable B2B approved list for its intended use.

Because approved lists and service classifications can change, the contract should require the contractor to submit a dated list check and project-specific approval evidence before mobilisation, and require the employer to verify the current status directly with Dubai Municipality where the work is in Dubai.

## 3. Chemical Approval and Handling Contract Requirements

At a minimum, the contract should require, before mobilisation:

1. Product name, manufacturer, intended use, current authority/approved-list evidence where applicable, batch/expiry data, technical data sheet and current SDS.
2. A chemical compatibility assessment demonstrating that products will not be mixed or used on incompatible surfaces.
3. A task-specific method statement and MSRA defining dilution/control method, ventilation, access exclusion, food-contact surface controls, emergency response, waste/laundry controls and clearance conditions.
4. Training and competence records for the cleaning team, supervisor and chemical controller.
5. A labelled chemical inventory; intact original containers or controlled secondary labels; locked/segregated storage; spill kit; emergency eyewash/first-aid arrangements appropriate to SDS; and no unapproved decanting.
6. Waste, container, contaminated PPE and laundry controls that follow authority direction and approved waste contractor requirements.

No generic chemical dilution, contact time, PPE grade or environmental release criterion should be prescribed without product SDS, project MSRA and Health Authority/food authority instruction.
