# Handover Authority Milestones — Source Findings

## Scope control

The training script supports a UAE authority-readiness checklist, but it does **not** establish one universal closeout sequence for every emirate, municipality, free zone, master developer, utility, or building type. The final checklist and dashboard must therefore treat the project authority register, active building permit, planning conditions, development-zone rules, and specialist authority conditions as the governing source for applicability and timing.

## Milestones explicitly extracted from the training script

1. Confirm the specific authority route for the location, building type, development zone, and permit conditions.
2. Maintain completion-stage municipal evidence and use the applicable building completion / occupancy pathway.
3. Obtain or verify applicable Civil Defence / fire-and-life-safety approval and inspection evidence.
4. Complete test and commissioning records for life-safety, electrical, mechanical, utility, and specialist systems.
5. Collect applicable third-party certificates, inspection records, manufacturer warranties, and equipment records.
6. Reconcile approved changes and as-built drawings with the completed asset.
7. Close or transfer permits and temporary services; retain evidence of isolation / final removal where relevant.
8. Prepare operation and maintenance manuals, client training records, residual-risk register, defect register, and a joint handover walkdown record.
9. Confirm final authority, fire/life safety, commissioning, as-built, O&M, training, residual-risk, and defect gates before final client handover.

## Key limitation

No primary authority source reviewed sets a single handover NOC/certificate schedule that is identical across all UAE municipalities. All dashboard rows therefore include an applicability field and a permit-condition source field. A dashboard entry only becomes mandatory when the project authority register, permit, development-zone rules, or specialist authority directs it.
