## 11. Weather, environmental and heat-stress control

The manufacturer’s operating manual sets the upper limit for wind and weather-related use. The site may set a lower limit after risk assessment, but cannot set a higher one. Wind shall be considered at the crane’s relevant height, not merely ground level. The crane shall be taken out of service/parked to the manufacturer-approved arrangement during adverse weather and when no safe response is possible. The project must also comply with current MoHRE heat-stress/midday-work controls for exposed ground crews; verify current seasonal dates and timings directly with MoHRE before each summer.

## 12. Traffic, public protection and interface management

Tower cranes create a three-dimensional interface. The site shall protect people on the ground, adjacent occupants, delivery traffic and the public from loads, falling objects, slewing parts, construction material and potential collapse or impact. The project’s traffic plan must coordinate delivery/erection cranes, mobile plant, pedestrian walkways, emergency access and crane exclusion zones.

## 13. Emergency response, rescue and incident management

The emergency plan shall be specific to each crane and include access route, persons at risk, rescue equipment, trained rescuers, ambulance/fire contacts, authority notifications, nearest hospital route and post-incident quarantine. It must be rehearsed at mobilisation and after material changes. A fall/arrest rescue cannot rely solely on public emergency services; the contractor must have a timely site rescue capability.

## 14. Risk assessment and risk register

A task-specific risk assessment must be completed before each non-routine, critical, erection, climbing, dismantling, or changed activity. The project must use its approved scoring standard; the following 5×5 approach is supplied for consistency. **Residual risk must be tolerable only after controls are in place and authorised.** Any initial or residual risk rated 15–25 requires senior review; 20–25 is not acceptable without eliminating/substituting the hazard or a formally accepted exceptional control strategy.

## 16. Audit, assurance and KPIs

The HSE manager shall complete a monthly tower-crane compliance audit for each crane and after any significant event. The project director shall review material findings, recurring defects, inspection expiry, outstanding authority actions and behaviour observations. Audit records must be factual, dated, traceable and promptly closed.
